In this quote, the "axe" signifies technology. If we use an axe properly, for instance to chop firewood, it would help human life. However, if a men tried to kill people by using an axe, it would also be very useful for him. Thus, an axe can either help or harm people, and same as technology. It depends on who uses it. In this quote, human being is explained as a "pathological criminal", which means we are born evil. So, as long as human uses technology and progresses it, they will kill themselves.
I'm afraid you're right, and the answer to this conundrum is not going to be to try stop technological innovation, but to promote healthy attitudes, critical thinking, and courage to speak truth to power.
